HEVi = Helsinki+Espoo+Vantaa Innovations

HEVi is a joint innovation programme by the cities of Helsinki, Espoo, and Vantaa, designed to strengthen innovation activities and networks across the Helsinki metropolitan area. The programme is based on an innovation ecosystem agreement with the Finnish government, through which the cities will develop an extensive project portfolio between 2021 and 2027. The agreement promotes the strategic allocation of public and private RDI funding and supports the growth of globally competitive innovation ecosystems.

Between 2021 and 2027, Helsinki, Espoo, and Vantaa will build a comprehensive portfolio of urban development and innovation projects. Funding calls are opened in areas where specific development needs and capabilities have been identified.

The programme aims to strengthen the capital region’s:

  • RDI networks, testbeds, and innovation platforms
  • Innovation and competence centres
  • Business development services
  • Innovative procurement practices

To ensure the overall quality and impact of the project portfolio, the HEVi team supports consortia in finding new partners and enhancing regional impact and continuity prior to application submission. During each funding round, projects receive guidance in areas such as communication, impact assessment, and capacity building. Local ecosystems are also provided with opportunities for increased networking and collaboration

Framework and Funding
The ecosystem agreements are part of the EU’s regional and structural policy programme: Innovation and Skills in Finland 2021−2027. The primary funding source is the European Regional Development Fund (ERDF), specifically for sustainable urban development (SUD). The Helsinki-Uusimaa Regional Council acts as the financial intermediary.

The objective of these agreements is to build robust innovation ecosystems, enhance network cooperation, strengthen key competencies, and increase the effectiveness of RDI activities. The agreements have been developed under the leadership of the Ministry of Economic Affairs and Employment of Finland.
